The letter says that the decision of the National TV and Radio Council on cut off of foreign radios on local frequencies is in accordance with the adopted in 2002 law “On TV and Radio broadcast” approved by the CoE experts. “The law was applied in an unbiased way and fairly concerning all the foreign broadcasters, including “Liberty”, “The Voice of America” and “The BBC”, said in the letter.
Mammadyarov considers the decision of the NTVRC as an appropriate to the practice of such states democratically developed as France, Great Britain and Germany. “The law covers only national frequencies. Foreign operators may broadcast their programs via cable, satellite, Internet and short waves”, said further in the letter. Speaking about contribution of foreign broadcasters to the development of democracy and pluralism, the Minister reminded the importance of recognition of laws of the sovereign state.
